Component 1: Consolidating a common knowledge base

Outcome 1: Consensus among countries on key transboundary concerns, including climate change and variability - reached through joint fact-finding that strengthens transboundary cooperation and promotes coordinated remedial actions. Outcome Indicator.

Component 2: Facilitating transboundary cooperation

Component 3: Testing solutions on the ground

Outcome 3: Countries resolve to joint actions reinforced by on the ground testing of environmentally sound land/water management approaches, policies, practices and technologies, in additional to shared results and experiences.

Output 3.1: Program of pilot demonstrations selected based on the results and findings of Component 1 (e.g. flood forecasting and community preparedness, fish-friendly irrigation expansion).
Component 4: Leveraging commitment to action

Outcome 4: Reversing degradation trends in the two basins reinforced as countries commit to sustaining bilateral cooperation mechanisms and undertaking priority reforms and investments.

Output 4.1: Countries establish ad hoc inter-ministerial committees (ICMs).

Output 4.2: Two Strategic Action Programs (SAP) with horizon of 5-10 years, consistent with the Shared Vision.

Output 4.3: A partnership conference consolidating international support for SAPs implementation.

Output 4.4: National Action Plans (NAP) for the Ma and Neun/Ca river basins translating regional priorities into national actions (to be implemented after SAP endorsement).
Component 5: Strengthening institutions and raising awareness

Outcome 5.1: Project outcome sustainability enhanced through reinforcement of relevant national entity and project interim transboundary cooperation body capacities.

Outcome 5.2: Benefits from the global to the local level accrue through sharing and dissemination of project experiences and lessons learned.

Fostering Water and Environmental Security in the Ma and Neun/Ca Transboundary River Basins and Related Coastal Areas (the Lao People’s Democratic Republic and Viet Nam) is the first bilateral Global Environment Facility (GEF) project of the Lao PDR and Viet Nam focusing on the shared rivers of Ma and Neun/Ca, active from 2023-2028.
